New Delhi, February 6, 2026 — The Delhi government has initiated the process of drafting legislation to establish the Delhi Unified Metropolitan Transport Authority (DUMTA), a move aimed at integrating and streamlining the Capital’s fragmented transport system and addressing rising congestion and pollution.
Chief Minister Rekha Gupta has directed a high-level task force to prepare the draft DUMTA Bill at the earliest. The proposed law will also provide for the creation of a dedicated Delhi Urban Transport Fund (DUTF) to support long-term urban mobility planning and implementation.

According to the government, DUMTA will serve as a single, unified planning and governance body for all major modes of transport in Delhi, including metro rail, buses, regional rail, railways and feeder services. The initiative is being described as a major institutional reform intended to enable coordinated planning, investment and operations across multiple transport agencies.
A task force chaired by the Chief Secretary has been constituted to draft the legislation. It includes senior officials from departments such as transport, urban development, finance, planning and public works, as well as representatives from key agencies including the Delhi Development Authority, Municipal Corporation of Delhi, Delhi Metro Rail Corporation, Delhi Transport Corporation, National Capital Region Transport Corporation, Delhi Police and Indian Railways. The Chief Minister has also proposed co-opting urban transport experts to incorporate global best practices suited to local conditions.

Announcing the initiative, Chief Minister Gupta said Delhi’s transport agencies have historically operated in silos, resulting in inefficiencies in route planning, infrastructure development and service delivery. “DUMTA will bring cohesion to Delhi’s entire urban mobility system by placing all modes of transport within a single planning jurisdiction, ensuring efficient and citizen-focused mobility solutions,” she said.
The Chief Minister said the proposed authority would play a key role in reducing traffic congestion by strengthening public transport, improving last-mile connectivity and encouraging a shift away from private vehicles. She added that the reform is central to the government’s long-term strategy to tackle air pollution, noting that vehicular emissions remain a major contributor to poor air quality in the Capital.
The concept of a Unified Metropolitan Transport Authority is envisaged under the National Urban Transport Policy (NUTP), 2006, which recommends such bodies for large cities to enable coordinated and integrated urban transport planning. The Ministry of Housing and Urban Affairs has been encouraging states to establish UMTAs in all million-plus cities, though differences over their structure and functions have delayed implementation in several regions.
In Delhi, the proposed DUMTA is expected to oversee strategic mobility planning, monitor implementation of the Comprehensive Mobility Plan, coordinate among multiple transport agencies, facilitate multimodal integration, enable rational fare structures and explore unified ticketing and feeder connectivity. The authority would also manage the proposed Delhi Urban Transport Fund.
The task force has been mandated to finalise the structure of DUMTA, conduct stakeholder consultations, assist in enactment of the Bill and take steps required to operationalise the authority once the legislation is passed.
Officials said the task force will submit its recommendations soon, after which the formal legislative process to establish DUMTA and DUTF will begin. Once operational, the new institutional framework is expected to support long-term, integrated urban mobility planning aligned with Delhi’s growing population and increasing transport demand.
