New Delhi: Delhi Chief Minister Rekha Gupta on Wednesday said that the Constitution of India has been the guiding light of justice, equality and dignity for the nation over the past 77 years, describing it as the very soul and conscience of the country.
Aligning Delhi’s development with Prime Minister Narendra Modi’s Vision 2047, the Chief Minister said her government is working continuously and at a fast pace towards building a “Developed Delhi” as part of the broader goal of a “Developed India.”
Rekha Gupta said that when her government assumed office nearly 11 months ago, it faced several challenges, the biggest being systemic inefficiencies and long-standing administrative bottlenecks. “In a short span of time, we have taken several meaningful steps to change this situation and give Delhi a new direction,” she said.
Highlighting welfare initiatives, the Chief Minister said that more than 50,000 people are being served meals daily through Atal Canteens, with the government aiming to increase this number to one lakh per day to ensure that no one in Delhi sleeps hungry.
In the healthcare sector, she said the Delhi government is digitising all government hospitals in line with the Digital India initiative. Over 300 Ayushman Arogya Mandirs, functioning as primary healthcare centres, have already been made operational across the city. The government’s goal is to strengthen healthcare infrastructure under the AAA Health Model—Advanced, Affordable and Accessible healthcare.
On education, Gupta announced an allocation of ₹1,300 crore for the development of a modern Education Hub in Narela. To boost sports infrastructure, construction has begun on Delhi’s first international-standard Delhi Sports University in Mundka.
The Chief Minister said that keeping in mind better roads, improved public transport, clean water and modern civic facilities, the Delhi government has doubled its capital expenditure for 2025–26 to nearly ₹30,000 crore. She added that all public transport buses in Delhi will be converted into an electric fleet within the next three years.
For social welfare, the government has constituted a Gig Worker Welfare Board to bring gig workers under the ambit of social and health security. A fund of ₹700 crore has been allocated for the development of slum areas, focusing on building toilets, roads, drains, parks and other essential infrastructure.
Gupta said that with support from the central government, major road projects such as the Dwarka Expressway, UER-II and the Delhi–Dehradun Expressway have been developed, significantly improving connectivity and easing traffic congestion.
She further announced plans to establish 10 new gaushalas in Delhi equipped with modern facilities, including biogas plants and village-life experience centres. Work has also begun on building advanced and safe shelters for stray dogs.
The Chief Minister said Delhi is moving forward with a combined AVGC (Animation, Visual Effects, Gaming, Comics and Extended Reality) and Film Policy to promote the creative economy. As part of the push towards green energy, solar power plants have been installed on all government buildings across the capital.
